Caribbean UFO Cover-Up of the Third Kind

Note: The following article is composed from several reports in Jorge Martin's latest book,

. It deals on the UFO/alien situation that has been going on for many years
on the island of Vieques, a populated island that the US Navy uses as a firing range.
The situation described in this article may explain the real reason behind the Navy's strong refusal to
cease military exercises there, as well as to cease experimenting with new weapons in the area.
The military exercises may just be an excuse to retain control of the area
and to interact with an alien presence in Puerto Rico.

mmediately after the Spanish-American War of 1898, in which Spain was defeated by the United States of America, Puerto Rico, smaller of the Greater Antilles, was invaded and occupied by American military forces. Coveted by the colonial powers of the nineteenth century for its strategic position in the Caribbean, Puerto Rico was a valuable spoil of war for the US Navy, which prevented a request made by the Puerto Rican people to put the possibility of an independent Puerto Rican state before the voters. This request had been promoted by the internationally recognized Puerto Rican intellectual Eugenio Maria de Hostos.

Finally, the United States declared its sovereignty over the archipelago of Puerto Rico and the minor islands that form a part of its territory -- among them Vieques, Culebra, Mona, Monito and Desecheo, as well as a number of islands and keys, thanks to the so-called Agreement of Paris, in which Spain yielded its sovereignty over Puerto Rico. Afterwards, due to Puerto Rico's lack of political power in relation to the USA, situations arose that adversely affected the inhabitants of Vieques. Among the specific events which motivated the writing of this book are the following:

  • On March 17, 1941, through Public Law 13, the USA appropriated 36 million dollars for the construction of a naval base on the island of Vieques, also called "Isla Nena."

  • On August 25, 1941, through Public Law 247, the USA authorized US Naval forces to begin to expropriate more than two thirds of the area of the small island. The land acquisition began in 1942, and many residents of Vieques were evicted from their land and residences.

    As compensation for their seized property, some residents received the negligible sum of $27.00! Afterwards, they were thrown cruelly close to their property, on a sugar cane plantation where several babies were born outdoors, of mothers who were embarrassed by the timing of the expropriations. Such was the case of the wife of Mr. Ramón Russé Solís. 

  • In August, 1947, the Department of the Interior and the US Department of the Navy proposed a plan to transfer the entire population of Vieques to the island of Santa Cruz (St. Croix) in the Virgin Islands, in order to use the entire island of Vieques as a naval base.

  • In 1963, American military authorities proposed (rather, they tried to impose again) the pernicious operation known as the "Dracula Plan." This plan included not only the relocation of all of the inhabitants of Vieques to the main island of Puerto Rico or Santa Cruz, but also the removal of all tombs and bodies from the cemetery on Vieques, for relocation to the principal island of Puerto Rico. Luis Muñoz Marín, the governor at the time, was conscious of the problems that such an action would create for both the US government and for Puerto Rico as well, since the Puerto Rican people carry a deep respect for their deceased. He warned the Navy of the serious social and political turmoil that this would cause. Eventually, the Navy was stopped from its original plan. You might say that in this case, dead men conquered the live ones, or at least conquered the US Navy.

At present, according to the US Navy, Vieques is "... a frontier region of great strategic value." Opposite ends of the island-two thirds of its territory-are occupied nowadays by the United States Navy, which leaves the civil population crowded in the center. Local residents are at the mercy of errant bombs from a multitude of practice exercises in the military zones of the island. These consist of series of test launches and air-to-land bombing missions by naval aviators-in-training. One of these sites, called "Bulls-eye Target Two," has even been designed as a nuclear bombardment test site. The Weapon Field of the Atlantic Fleet is composed of the Roosevelt Roads Naval Base, Vieques, and until 1980, the neighboring island of Culebra, located northeast of Vieques. Culebra, part of the archipelago of Puerto Rico, is one of the naval testing grounds, and is one of the most active places in the world for experimentation with new armament, since it is used jointly by naval fleets of all of the US allies.

Significant pieces of naval armament have been tested in this area. Among the air and land missiles which have been tested are the Walleye, Bulldog and Bullup, joined by a number of air-to-air missiles, including a very dangerous weapon to which we refer in the final chapter. Artillery support for amphibious landing forces is also tested on the island's beaches, and is utilized as much for developing the skills of the fire control teams and equipment as it is for the cargo of cannons and weaponry.

Bombardment from naval ships -- more intense during the spring months -- recently averaged 140 exercises with two dozen participating ships, whereas bombardments from the ships to shore were taking place approximately 100 days a year. Aerial bombardment schedules change in dates and duration. In addition to all of the above, it has been revealed that the Navy has been using depleted uranium ammunition in Vieques during its naval exercises... and we all know the consequences of this. Today the Viequan population has an alarming higher rate of cancer than anywhere in Puerto Rico, among other fatal illnesses.

Today, Vieques, the only place in the Puerto Rican archipelago visited by South American liberator Simón Bolívar in 1816, is the only inhabited zone in the world where military forces use live ammunition for bombing exercises and new weapons testing. These practices have already been in effect for 60 years. The result of this military presence in the area has led to a deterioration in the in the environment, culture and spiritual values in the entire Viequan community, as well as to the death, direct and indirect, of several residents of Vieques, including children. Recently there was another victim of an errant bomb, security guard David Sanés. Also, fisherman Carlos Zenón and his son Yabureibo were recently sentenced to six months in prison merely for trespassing the firing range, something that is usually punished with a reprimand or a fine of $25. 00 dollars.

But additionally, all of the military activity on the island has been accompanied by innumerable and very strange incidents related to the presence UFOs and aliens in the area. This unusual presence is what motivated the investigation that resulted in the writing of the book Vieques: Shooting Range of the Third Kind. These incidents and facts might explain the continued interest that the military and the US government take in the island. We invite our readers to study and reflect upon the content of these pages.

Next: details of an important observation made to the south of the navy's firing range in Vieques by fishermen Anibal Corcino, his father, and the fisherman mentioned above, Carlos Zenón, who is now imprisoned.

Huge Flying Object Absorbs Water From the Sea 

Corcino, a fisherman who resides the La Esperanza sector, reported an impressive story to us: "One night," he said, "we were fishing together with Carlos Zenón and others going out to sea, and we observed a large and brilliant light in the distance. Zenón said, 'Let's go there, it must be a fisherman whose boat has stalled.' But on our approach, we saw that it was something strange in the sky, it was not a boat. It was something ... an object quite big and round, an enormous flying saucer with many colored lights turning on and off all around the object at the edges. There were yellow, green and red lights. And underneath, it had a single large light in the center of the saucer, which was going towards the water, going towards the sea. It was a greenish light. We could not see clearly what material this object was made of. It was not more than 100 feet up over the sea. But that thing was not of this world."

He continued to explain: "What impressed us most was to see that such an enormous object could be suspended so still in the sky ... and it was drawing up water from the sea. You could see water rise and enter underneath the device, where the green light was coming out. It was a large column of water, you could not see fish or anything else... and everything happened without any sound.

"When we came closer to the saucer, it remained still and then when we were one stroke away from the area, it departed rapidly in the direction of the El Yunque mountains, towards Ceiba, and disappeared in a matter of seconds. It was incredible. That night I was accompanied by my father and fisherman Carlos Zenón. I remember that Zenón said, 'Look, we have seen something that no one has ever seen. We shouldn't say anything about this when we get back to shore, because no one will believe us.' And this is the way we remained, silent. I have only told my family... until now."

The fact that Corcino and his companions observed a large flying object or huge disc-shaped ship surrounded by different types of lights hovering over a column of water, and that after drawing up water it departed rapidly towards the El Yunque area or the area of the Roosevelt Roads Naval Station in Ceiba is extremely important, and has big implications, since these zones are known as points of high UFO / alien activity in Puerto Rico.

On another occasion, also while fishing at night, Corcino and his companions observed a huge, round, brilliant greenish light rising from the sea bed. They surmised that it might be a US Navy submarine in the area coming to the surface, but just at the moment when it should have broken through the surface of the water, the light went out and everything remained dark. All at once, they all felt the roar of a great jet of water falling to the sea nearby. Whatever it was that emerged rose into the sky in the darkness of the night and disappeared silently into the sky. Corcino and his companions felt a light drizzle of water falling upon them. The sky was clear and cloudless that night, though a bit hazy. After the incident they left the area as soon as possible, astounded by the event. To our questions, Corcino replied that what rose out of the sea was a shadowy disc-shaped object of great size.

"Look, aside from that," Corcino said, indicating the strangeness of what he was saying with a gesture, "we have seen things ... a few balls of light, many which go out of the tubes, out of the lagoons. They move with intelligence and go away at a very rapid, enormous speed, and get lost. There are some brilliant blue-white colored lights. These things might be from the Navy ... since they have done many things which we still don't know about. But what we saw in the sea was similar to what people call a flying saucer. I have no doubts about it... And I don't believe that it's from the Navy, because from what I understand, nobody on Earth can make something like that. That thing got lost in seconds in the sky. It went towards El Yunque. "

Corcino's words amazed us, even more because of his seriousness and his body language. From our experience, they led us to believe he was telling the truth. Afterwards we corroborated these types of events with many other fishermen who had had experienced the same things in Vieques.

An enormous flying disc that was drawing up a great quantity of water from the sea, mysterious luminous spheres that seem to be imbued with intelligence, with definite movements and direction, and obviously directed by will ... this same picture has been described to us before in other areas of Puerto Rico, and has always been tied to, as a constant, the phenomenon of so-called unidentified flying objects.

Corcino was one of the first people we interviewed in Vieques during this investigation. What is certain is that what he reported was truly unexpected. This report opened our senses up to a glimpse, an observation of an incredible reality that has been manifesting itself in Vieques for a long time but has, until now, been kept secret by the US Naval Department and the political and military authorities of the USA and Puerto Rico.

Corcino added: "... now that you have come to investigate, and since many people have seen these things and know that this is all true, we think that we must speak out and say what has been happening. Because who knows, probably the Navy has to deal with everything, and they don't want to give up Vieques because they are doing studies here with all of this, or with the people of the UFOs. It could be that they don't want anyone to know what they are dealing with."

He added: "Look, suppose that what we suspect is true and that some beings exist here, maybe people from another world. If this is true, then they (the beings from the mysterious objects) have not harmed us. Those who have harmed us here, those that have damaged the island and have contaminated us are the people of the Navy. Then ... it is the Navy that should go away and allow us to live in peace. The others, these beings, have not done anything bad to us. And now they [the Navy] have put a powerful radar system on Playa Grande" (the top secret and controversial ROTHR radar system* which some allege to be tied to the international net of the HAARP system). He continued, saying, "and there is a chance that they have seen many of these strange things, and don't want to leave the area. Possibly they are doing studies here with these things, and because of this they don't want to liberate our island." 

Corcino's words would resound strongly in our minds when we learned some other important information.

* Note: Relocatable Over-the-Horizon Radar (ROTHR): A unique radar system originally designed to provide tactical warning to battle group commanders of air and surface threats at an extended range allowing time for responsive engagement. Two US Navy ROTHRs are operated at Corpus Christi TX and Chesapeake VA, with coverage of the Caribbean Sea and portions of the Atlantic Ocean and the Gulf of Mexico. These ROTHRs are presently in full-time use for counter-narcotics surveillance. A third is installed in Puerto Rico.

UFOs During War Exercises

Sociologist and professor of the Inter-American University of Puerto Rico, Gazir Sued has been a very active member of peaceful civil disobedience groups fighting for the US Navy to stop its military exercises and bombing exercises in Vieques.

During a conversation in a program at the end of the year 2000, we commented on our finds in relation to the presence of Unidentified Flying Objects and of beings of apparent non-human origin in Vieques, and how such a presence seemed to be tied in somehow with the activities of the Navy. In that one moment, although he was respectful, Sued proved to be incredulous to our words. This is an attitude we often see, particularly in the intellectual circles of the country. It grieves us to say this, since these are supposed to be the most ultramodern sectors of intellectuals and politics in Puerto Rican society. It is not that these people wish to conceal what is happening, it is simply that they have not had access to the information or that they have never taken the initiative to investigate this topic with any degree of scientific objectivity. They have simply swallowed all of the disinformational garbage that North American intelligence agencies have been spreading for more than 50 years from the 'intellectual,' 'scientific,' and 'academic' official establishment, who actually have been and still are agents of disinformation paid by intelligence agencies to lie to the public and to distort and to conceal the truth. We must remember that SCIENCE DOES NOT EXPLAIN WHAT HAS NOT BEEN INVESTIGATED, BUT ON THE CONTRARY, IT INVESTIGATES THE UNEXPLAINED.

But there are still intellectuals with true scientific minds, fresh and unprejudiced; those who, upon observing a phenomenon for which they have no explanation, still acknowledge its existence and look for an explanation. Professor Gazir Sued is one of these.

At the beginning of 2001, when the Navy began a new round of military exercises on the island, civil disobedience groups continued their protests, entering firing ranges and offering themselves as human shields to prevent military gun ships and planes from bombarding the Viequan territory. Sued was present for every demonstration of civil disobedience, monitoring the zone from the top of an area known as Monte Carmelo. From there, they divided into groups to penetrate the interior of the military zone known as Camp García and the Naval firing range to offer themselves as human shields against the bombing.

In June we met with Sued in the Camp of Justice and Peace, in front of the entrance to Camp García. This camp was organized Mr. Roberto Rabin and his wife Nilda Medina. Sued reported something that he and several other companions had observed inside the military zone: 

"One night, between the 27th and 29th of April 2001, at about 9:30, we were up on Mount Carmelo, observing the zone with binoculars hoping for a sign, a Bengal light (similar to fireworks or flares) to alert the civilians that were in shooting range ... and all at once we saw an object. It seemed to be a star, but much too large, and very brilliant. It appeared suddenly, and was very brilliant, very illuminated. There was no moon that night, so it could be clearly seen and identified by the light that emanated from it, if it was something recognizable.

"We began to observe it with binoculars. It was a long oval with approximately seven smaller brilliant ovals in its interior, all along the length of its structure. It was emitting a very brilliant bluish-white light, like the light from an electric welder. It was suspended in the air, completely static and motionless. It was neither a plane nor a helicopter, nor a dirigible or blimp. We observed it for approximately fifteen minutes. Someone called us and we turned our heads for a few seconds. When we looked back again, it was gone."

Sued indicated that "... the object was suspended at an average height, and what we saw was not very far from Observation Post #1 or from the soldiers' barracks inside Camp García. (Observation Post #1 is the building where the Naval Commanders analyze the results of test-firing missions). That night there were a great number of Navy personnel and civilian protesters inside, so they definitively had to notice this display."

Finally, he said, "We all saw it, and we began to discuss the details of the sighting among ourselves ... but found no explanation. It was an objective fact, something we could neither deny nor explain, but it was there and we saw it. It is not that we believe in extraterrestrial beings or anything of the sort, but a person with a scientific background could not deny the fact of what we saw. It was an unknown. We think that it may have been one of the Navy's strange exercises ... it might be something we don't know about. Decidedly, it was an unidentified flying object suspended in the sky .. and it disappeared as suddenly as it appeared. In all honesty, I must say that there are strange things happening that cannot be accounted for, but I saw it and stand by what I have said. It was comparable to what they mention in so-called UFO case phenomena. I think it is something that must be investigated."

We are grateful, and value the intellectual honesty of professor Sued and his spirit of sacrifice on behalf of our Viequan brothers and sisters.

UFO Formations on the Firing Range ... and Humanoids in the Kianí Lagoon

We also obtained testimonial evidence demonstrating the presence of non-human entities in Vieques. An example of this was a conversation with Mrs. Mercedes Sanés and her husband, don Luis Ortiz, the sister and brother-in-law, respectively, of the late David Sanés. Mr. Ortiz was employed at the Sun Bay resort, south of Vieques, for many years. He is dedicated to part-time fishing, as are a good number of other witnesses.

"Now that you ask us about this," Don Luis Ortiz said, "I will say that I have seen some strange objects in the sky. They are large and very bright, and they are always followed by four smaller objects, also very bright. At the distance I have seen them from, they are bigger than my Jeep" (his vehicle is about six to seven feet long). "This gives you an idea of the size of these things. I have always seen them around 9:00 - 9:30 at night, often while working at Sun Bay. They come from the west, moving eastward toward the area of Camp García and the navy's firing range. I have seen them often, and for years. I have always wondered about the sound, because they are not airplanes or helicopters or anything I know of. They don't make noise, they don't have engines or turbines -- nothing at all. They have an oval shape and are rounded. And the other smaller objects always follow the large one, as if they were in formation. The large one has a very bright yellow-orange light, and the other four are also bright, as bright as stars, and each one has a different color: white, yellow, red and blue ... and sometimes they just stop in the air."

In turn, Mercedes indicated to us that on one occasion she saw them next to her husband from the balcony of their residence in La Mina: "It called me," she said, "and when I went out, I could see it. It was a very large, very bright, golden-yellow light. It was going towards the east, towards Camp García. It always goes there, or it comes from there going to the west. That time it remained suspended in the air, very quietly, for half an hour, more or less ... and then it was gone. It was something very unusual, but we thought that it was probably something from the Navy, so we just left and didn't talk about it to anyone."

"On one occasion," added Mr. Ortiz, "I saw not one, but two of those objects pass by, each one followed by a row of smaller luminous objects. They passed by, flying toward the east, toward the camp, and shortly after two military jets passed by, going in the same direction. Surely, the jets were from the base at Roosevelt Roads. Well, the fact is that the jets passed in that direction and a little later we heard explosions. That was at about 8:00 at night.

"I thought that they were doing bombing exercises on the firing range. A half hour later one of the objects passed by, returning towards the west. Not the two objects that had passed over originally, just one ... and the airplanes could not be heard, nor could they be seen any more. What really happened, I don't know, but everything happened just as I said. I don't remember if when [the flying objects] passed there were naval exercises, this was about three years ago, as far back as 1998. Two weeks ago, at the beginning of July, I saw another one of those objects. We were holding a service for our son here at the house, and everyone who was here saw it. It was suspended a bit more towards the south-east, towards Sun Bay. It happened just when the most recent naval exercises had finished."

If the preceding event seems important, then what Mr. Ortiz revealed to us subsequently is a great deal more so. 

We were talking about the different testimonies that we had collected from the islanders -- among these were some incidents describing encounters with humanoid creatures in some of the local lagoons. At that very same moment Mr. Ortiz became somewhat exited and told us, "Yes that is true. Those little men are seen here, and not only now, they have been seen before, since long ago, for many years now."

Interested by his assertion and sudden edginess, we asked him why he said it. Ortiz lit a cigarette and began to smoke while he revealed something to us that he had not even revealed to his wife until now.

"I am telling you this because I have seen them," he indicated. "And not only me, but also those who fish in the Kianí Lagoon. Many times, when we went fishing during the day, we saw them. They are quite quick ... and they have an incredible agility."

"Please, would you describe what you saw?" we asked.

"They are strange, Very thin, with very skinny legs resembling those of chickens. I say that because on their feet they have long thin toes, three or four of them, and they look like chicken feet because they are long, thin and opened. They are pale, white or gray, and very small, no more than three or three and a half feet in height, on average, and they have small human-like faces ... with eyes, a small mouth, nose, but with flattened, pushed in faces, not like ours since we have protruding noses, unlike them. The eyes are dark."

My wife Marleen asked how they had their hair and Ortiz answered, "they don't have any hair, and their heads are very large compared to the size of their bodies, the heads are smooth and bald."

Ortiz added that when they went to the Kianí Lagoon, located in Vieques' extreme west, they always saw several of these creatures: "We saw a few," he said, "but they were moving at an incredible speed and they were jumping and plunging into the waters of the lagoon. Their arms are also skinny ... and they have something ... I cannot explain it well, because it was dark, but it was like they had a fleshy web between their chest and their arms. And it also seemed to me that they had webbed fingers on their hands, but I am not very sure."

Before going on to the important statements made by Mr. Luis Ortiz, we must make several comments for the benefit of the readers.

Kianí Lagoon is situated near a reservation or natural bird refuge, and although the sector was recently 'given' again to the town of Vieques by the US Navy, access to Kianí Lagoon has been restricted to the public by federal authorities under the allegation that the lagoon and its adjacent lands are heavily contaminated with toxic chemicals and heavy metals from armament that the Naval Department maintains in this sector.

Is this the real reason for restricting access to this area? If not, could it be that the government just wants to avoid disclosing the fact that the inhabitants of Vieques have noticed that they are sharing their island with non-human companions ... and that these companions manifest themselves in precisely the sectors controlled by the Navy?

More examples are given in the book on Vieques of a non-human presence in the area.

The same circumstances have arisen in the southwest sector of Puerto Rico, specifically in the area of another lagoon known as Cartagena Lagoon, on the littoral coast of this area. As the readers see the book's analysis on what happens in each of these sectors of Puerto Rico, they will see that what occurs in Cartagena Lagoon parallels the situation in Vieques.

Ortiz affirmed that on none of the occasions when the creatures were seen in Kianí Lagoon did the creatures ever try to attack or show any hostility towards people. He said, "They simply left when they saw us, they ran away and then leapt into the water. They never tried to harm or attack us. If they are here, and they are because we have seen them many times, they have harmed no one. Here in Vieques, those who have harmed us are in the Navy, and on that we are clear."

On the other hand, we must say that it is significant that each of the witnesses in the cases presented in our book gave descriptions similar to those offered by the others. Although separated, the observations can be corroborated beyond any doubt. None of the witnesses knew about the experiences of the others. This gives even more validity to their statements, and by correlating all of the information, we are presented with a recurring pattern of the type of beings sighted in Vieques, their behavior and the places where they are seen. We can also see a pattern of UFO activity in the area and become aware of the apparent meddling of the US Navy in all of this.

After a logical analysis, it can be stated that what occurs in Vieques is not coincidental at all, nor is it accidental in nature. Nevertheless, the mass media in Puerto Rico refuses to discuss the matter. There seem to be orders to this effect. But, by implication, all of this information deserves to be known by the people of the archipelago of Puerto Rico and the entire world.

At the present time, we are continuing our investigation in this area, and we must inform you that the phenomena we continue to encounter based on this situation are truly surprising. It seems to indicate that official contact with non-human beings from other worlds has already happened … and it has happened in Vieques, Puerto Rico.
